In partnership with the Pennsylvania State Association of Boroughs, the Delaware Valley Property & Liability Trust (DVPLT) is pleased to reimburse members (limit two per member entity) for the following two-day course:
Your Role as a Municipal Secretary/Administrator
Tuesday, April 8, 2025 and Wednesday, April 9, 2025
9:00 am to 3:30 pm
Location: Delaware Valley Trusts, 719 Dresher Road, Horsham, PA 19044
Description: Review will include information on how local government is organized and its function, important municipal codes, key functions of the secretary/administrator, meetings, legislation, public notices, records management, citizen relations and professional resources. This course will also review records management, reports, financial management, communicating with elected officials, the Sunshine Act, and best practices. This training fee includes access to two recorded webinars to help with state report filing and basic planning & zoning administration.
Cost: $150/PSAB members and $200/non-PSAB members. Morning refreshments and lunch are included. You must register directly with PSAB (see below).
Steps for Registration and Reimbursement
Property & Liability Trust (DVPLT) members should first contact the Delaware Valley Trusts to confirm availability by e-mailing training@dvtrusts.com or by calling 267-803-5720. Register directly with PSAB by visiting www.training.boroughs.org. After completing the course, forward proof of completion and payment to training@dvtrusts.com. Upon approval, Delaware Valley Trusts will issue a reimbursement check (up to two per member entity).Open to Property & Liability (DVPLT) and Workers’ Comp (DVWCT) members at no cost.
This training will be held at West Whiteland Township, Main Meeting Room, located at 101 Commerce Drive, Exton, PA 19341. This course addresses the skills necessary to run a successful public entity department or working group. It also addresses mission statements, activity planning, staffing, forecasting and budgeting. Special emphasis will be placed on problem solving and troubleshooting for the public sector. NOTE: Prerequisite course Leadership Fundamentals must be completed prior to enrollment.

This training will be held at Delaware Valley Trusts located at 719 Dresher Rd. Horsham, PA 19044. The Department of Transportation (DOT) Regulation 382.603 requires employers to ensure that any person designated to supervise DOT-regulated employees receives at least 60 minutes of training on alcohol abuse and an additional 60 minutes on controlled substance use. This training helps supervisors and managers determine whether reasonable suspicion exists to require an employee to undergo screening. Participants will also learn about the latest information on the opioid epidemic and receive a Certificate of Completion for this training.

Bucks County Law Enforcement Training presents Basic Field Training Officer April 14 – 16, 2025 0800 – 1600 hrs.
This three-day course is designed for new Field Training Officers (FTO’s) and provides the tools necessary to train and evaluate new hires during the field training process. It provides an overview of the FTO’s role in the development of new hires including performance management, coaching and motivating, and providing both standardized training as well as other training opportunities.

This training will be held at the Springfield Township Municipal Building, located in Montgomery County at 1510 Paper Mill Road Wyndmoor, PA 19038. This training satisfies the requirements of Penn DOT Pub. 408, Sec. 901 related to minimum competencies for work zone flaggers and other road workers. Topics covered include fundamentals of temporary traffic control, project planning, personal protective equipment, placement of traffic control devices, use of shadow vehicles and proper flagging techniques. Attendees who pass the final exam receive a certified flagger wallet card valid for three years. This course is approved for 3 Pa. DEP water/wastewater operator contact hours.

This workshop provides legal and policy actions that can be exercised by supervisors. General information on drug & alcohol abuse is reviewed, as well as the signs and symptoms of abuse. Case studies are used to illustrate steps, and do’s and don’ts managers can use to confront employees who they suspect of being under the influence. Barriers to confrontation and enabling behaviors are also addressed.

This training will be held at West Whiteland Township, Main Meeting Room, located at 101 Commerce Drive, Exton, PA 19341. The morning workshop, Effective Writing, will explore methods and tools to interact and communicate successfully with others, both verbally and in writing. It will review strategies and techniques for writing letters, memos, and emails effectively. In the afternoon, the Presentation Skills workshop will introduce the tools and concepts for developing a Presentation Plan for managers. Additional topics will include strategies for dealing with presentation stress, effective use of audio-visual aids and responding to inquiry/conflict.
