LTAP Roadside Vegetation Control

Open to DVWCT and DVPLT members at no cost.

This course provides the knowledge and understanding needed to establish an efficient and effective roadside vegetation control program. It is based on the concept of an Integrated Vegetation Management philosophy that utilizes manual, mechanical, and chemical control methods to manage roadside vegetation. It also reviews laws and regulations regarding required applicator certification. Due to the emphasis placed on chemical application, this course has been approved by the Pa. Department of Agriculture for Continuing Education Unit credits for those who have received pesticide applicator certification. Certified applicators can receive 3 core credits and 6 credits in each of the following categories: 10, 18, 23, upon successful completion of this course.

Intended Audience: Individuals who are certified pesticide applicators and registered technicians. Public works employees in charge of managing roadside vegetation programs who are interested in using chemical applications in their program should also attend.

This course offers Pa Department of Agriculture credits.

Ethics Act for Elected and Appointed Officials

DVPLT Scholarship Opportunity

In partnership with the Pennsylvania State Association of Boroughs (PSAB), the Delaware Valley Property & Liability Trust is pleased to offer 15 full scholarships (limit two scholarships per member entity) for this program.

Whether you are a newly elected or appointed public official or an incumbent, you have been entrusted by your fellow citizens to serve in their best interest.  As a currently serving public official, you may be subject to the provisions of the Ethics Law.  Designed to explain the mandates of the Ethics Act as it relates to local public officials and employees, this class will explore and define potential conflicts of interest situations that public officials and employees should avoid.  Actual case scenarios will be presented and discussed as examples of situations relevant to public positions held.  The substantive and administrative aspects of filing a personal disclosure statement will also be discussed.

Cost:  $25/PSAB members and $50/Non-PSAB members. You must register directly with PSAB (see below).

Basic Police Motorcycle Operator

Open to DVWCT and DVPLT members at no cost.  You must register through the Trust.

This class runs April 15 to 26 – Monday through Friday.

Police emergency vehicle operations courses (EVOC) are taught by seasoned police instructors.  The prime objectives of these hands-on, skill-based seminars are: (1) officer safety, (2) protection of innocents and (3) successful law enforcement.

This ten (10) day, 80 hour course is designed for Police Officers who are assigned to Police Motorcycle Patrol duties. This course will introduce these officers to the uniqueness of Motorcycle Patrol. The course will cover machine nomenclature, slow maneuvering, control, curve negotiation, motorcycle maintenance, night operations, defensive driving techniques and on the street riding. The course will involve classroom instruction and street driving. Students must successfully complete written and practical exams to receive certification for the course.

Officers attending must be properly licensed to operate a motorcycle and must bring a Police Department owned motorcycle, DOT approved helmet, leather gloves (not fingerless gloves), ankle or higher boots, eye protection (wrap around preferred), and rain gear.

Lunch is not included.

Respect and Harassment Awareness for Employees

Open to DVWCT and DVPLT members at no cost.

This workshop reviews the legal definition of harassment pertaining to sexual harassment and elements of the Title VII law. It addresses the impact of disrespectful and harassing behaviors, with emphasis on how inappropriate and unaddressed behaviors, attitudes or actions can escalate into potential workplace violence. Consequences of violating an organization’s anti-harassment policy including the impact on both employees and the organization are emphasized. Participants will learn what constitutes harassment, why it is so difficult to report it, and how it can be reported with assurance of non-retaliation. Increasing awareness results in a less stressful and more productive workplace.

Municipal Police Department Supervision and Oversight

DVWCT / DVPLT Scholarship Opportunity

Operating a police department is one of the most important and costly services provided by local governments.  More than ever, elected and appointed officials are facing questions about increased costs and the demand for services.  This course will provide an overview of the legal framework in which police departments work in PA and present an overview of the elements necessary for an effective police department operation.  Attorney Christopher P. Gerber with the law firm of Siana, Bellwoar & McAndre, LLP will explain where to start along with former Police Captain Ashley Heiberger who will review best practices in policy and operations to help you reduce the risk of liability for your municipality.

Cost:  $150/PSAB members and $200/Non-PSAB members. You must register directly with PSAB (see below).   Lunch will be provided.

This class runs April 24 to 26 – Wednesday through Friday.

Police emergency vehicle operations courses (EVOC) are taught by seasoned police instructors.  The prime objectives of these hands-on, skill-based seminars are: (1) officer safety, (2) protection of innocents and (3) successful law enforcement.

This three (3) day course is designed for officers who have already completed the Basic Police Motorcycle Operator Certification course. This course will provide officers with an opportunity to update the skills they learned in the basic course. Students must attend all three days to receive their recertification. Students must also successfully complete written and practical exams to receive certification for the course.

Officers attending must be properly licensed to operate a motorcycle and must bring a Police Department owned motorcycle.

Lunch is not included.

Departmental Leadership – Core Course, Penn State Public Entity Leadership Certificate Program

Open to DVWCT and DVPLT members at no cost.

This course addresses the skills necessary to run a successful public entity department or working group.  It also addresses mission statements, activity planning, staffing, forecasting and budgeting.  Special emphasis will be placed on problem solving and troubleshooting for the public sector.
