A virtual orientation series for Pennsylvania’s newly elected officials
This virtual lunchtime training series is designed to help newly elected supervisors, commissioners, and council members step confidently into their roles. Over the course of these one-hour sessions, participants will gain a working understanding of Pennsylvania local government, the responsibilities of public office, and the skills needed to govern effectively. Municipal Managers, Assistant Managers or any other Municipal staff are more than welcome to attend.
Each session features practical instruction, real-world examples, and discussion with experienced local government professionals. The series focuses on what every new official needs to know to be effective from day one: legal and ethical foundations, fiscal management, decision-making, public engagement, and leadership in the public arena.
Session 3 – Understanding Municipal Departments: Roles, Responsibilities & Service Delivery
This session offers a practical overview of how municipal departments operate and how elected officials can support effective service delivery. Participants will gain insight into the day-to-day functions of departments such as public works, police, fire, parks and recreation, finance, and administration. The discussion emphasizes how policy direction from elected officials translates into operations, performance, and community outcomes.

Drug and alcohol abuse can severely affect family and social relationships, finances, and productivity. This workshop provides legal and policy actions that supervisors can exercise. Participants will receive general information on drug and alcohol abuse, including common signs and symptoms, and the ongoing opioid crisis.
