A virtual orientation series for Pennsylvania’s newly elected officials
This virtual lunchtime training series is designed to help newly elected supervisors, commissioners, and council members step confidently into their roles. Over the course of these one-hour sessions, participants will gain a working understanding of Pennsylvania local government, the responsibilities of public office, and the skills needed to govern effectively. Municipal Managers, Assistant Managers or any other Municipal staff are more than welcome to attend.
Each session features practical instruction, real-world examples, and discussion with experienced local government professionals. The series focuses on what every new official needs to know to be effective from day one: legal and ethical foundations, fiscal management, decision-making, public engagement, and leadership in the public arena.
Session 4 – Human Resources and Collective Bargaining: What Elected Officials Need to Know
This session covers the core HR functions elected officials intersect with, including hiring, evaluations, discipline, and workplace standards. We outline what is appropriate for elected officials to influence and what stays with management. We then walk through the fundamentals of collective bargaining: legal framework, timelines, mandatory subjects, and the governing body’s role in setting parameters. Participants learn how decisions on wages, benefits, and staffing levels affect long-term finances and operations. Real examples show how poor communication derails negotiations and how clear direction helps the process stay focused and productive.
