The Department of Transportation (DOT) Regulation 382.603 requires employers to ensure that any person designated to supervise DOT-regulated employees receives at least 60 minutes of training on alcohol abuse and an additional 60 minutes on controlled substance use. This training helps supervisors and managers determine whether reasonable suspicion exists to require an employee to undergo screening. Participants will also learn about the latest information on the opioid epidemic and receive a Certificate of Completion for this training.

A key measure of success for improving productivity in any organization is based on how well leaders manage performance. An important aspect of this involves Human Resources Law. This workshop combines an overview of the impact of various laws and conditions affecting employment practices in the workplace with the key elements of an effective performance management process. Topics include the Civil Rights Act, Americans with Disabilities Act, age and sexual discrimination, privacy rights, affirmative action, unemployment compensation and workers compensation. A virtual orientation series for Pennsylvania’s newly elected officials
This virtual lunchtime training series is designed to help newly elected supervisors, commissioners, and council members step confidently into their roles. Over the course of these one-hour sessions, participants will gain a working understanding of Pennsylvania local government, the responsibilities of public office, and the skills needed to govern effectively. Municipal Managers, Assistant Managers or any other Municipal staff are more than welcome to attend.
Each session features practical instruction, real-world examples, and discussion with experienced local government professionals. The series focuses on what every new official needs to know to be effective from day one: legal and ethical foundations, fiscal management, decision-making, public engagement, and leadership in the public arena.
Session 5 – Zoning and Planning for New Officials
This session explains how planning, zoning, and development review work—and where elected officials fit in. We break down the difference between legislative roles (ordinances, zoning changes, comprehensive plans) and quasi-judicial roles (hearings, appeals, and land use decisions). Participants learn why process discipline matters, how to avoid ex parte communication, and how to keep personal preference from creating legal risk. Real cases show how delayed decisions, unclear direction, or inconsistent application of ordinances lead to lawsuits, appeals, or developer frustration. The session emphasizes predictable, transparent processes that protect the municipality and its residents.
