Apply Now for the Phyllis Lieberman Women's Trailblazer Scholarship

The Phyllis Lieberman Women’s Trailblazer Scholarship was created by the Trusts’ Board of Managers in 2018 to honor the late Phyllis Lieberman, a dedicated Whitpain Township manager and founding Executive Committee Member of the Delaware Valley Insurance Trust (now Delaware Valley Property & Liability Trust).

To further celebrate leadership in local government, the Scholarship Committee increased the award by $500 in perpetuity in recognition of Stephanie Teoli Kuhls’ retirement from local government in 2025.

Why Apply?

The scholarship is designed to support and advance women in municipal leadership. In 2026, two scholarships will be awarded, and each recipient will receive $2,000 to help cover costs for:

  • Participation in professional associations like ICMA or APMM
  • Educational advancement, such as a Master’s in Public Administration
