The Importance of Being an Active Trustee

As a member of the Delaware Valley Health, Workers’ Compensation, and/or Property & Liability Trusts, your organization is part of a unique, member-owned risk pool dedicated to providing comprehensive, cost-effective coverage exclusive  to public entities. Membership in the Delaware Valley Trusts offers significant benefits, but also carries vital responsibilities, especially for those appointed as Trustees.

The Benefits of Membership

  • Comprehensive Coverage – Each Trust offers broad protection tailored to the needs of your entity; whether that’s a municipality, authority, county, school district, library, or similar public organization.
  • Financial Strength – As not for profit intergovernmental risk pools, the Trusts return surplus funds to members and reinvest in programs that improve services and employee wellbeing.
  • Risk Management & Safety Support – From safety grants to training programs, members have access to tools and expertise that help prevent losses and improve workplace safety.
  • Peer Collaboration – Educational events and annual meetings connect members with peers facing similar challenges, fostering a strong professional community.

Who Is a Trustee?

Each member entity appoints one Trustee –typically the Chief Administration Officer, municipal manager, or assistant manager. Trustees serve as the voice of their organization within the Trust and play a key role in its governance.

Why Your Role Matters

Trustees are the backbone of the Trusts’. They help guide strategic direction and ensure decisions reflect the best interests of all members. Whether you’re a municipal manager, executive director, or school superintendent, your role is essential to maintaining the integrity and effectiveness of our shared mission.

Your Responsibilities as a Trustee

While not involved in the day-to-day operations of the Delaware Valley Trusts, Trustees are responsible for:

  • Attending the annual meeting and tri-annual educational conference for each respective Trust.
  • Voting on new member applications and amendments to governing documents.
  • Electing Executive Committee members and filling Executive Committee vacancies.
  • Acting in the best interest of the Trusts as a whole, not just their own entity.

Trustees are expected to act with care, skill, prudence, and diligence, and to comply with the Pennsylvania Ethics Act.

The Power of Engagement

Active participation by Trustees is critical to the long-term success of the Trusts. Your engagement directly influences:

  • Safety Outcomes – Supporting training and best practices helps reduce losses and protect employees and assets.
  • Program Enhancements – Trustee input drives innovation in coverage and member services.
  • Organizational Health – Active governance ensures transparency, inclusivity, and shared decision-making.

Looking Ahead

This fall’s annual elections are an important opportunity for Trustees to fulfill their responsibilities. The strength of the Trusts comes from members who stay informed, take part in decision-making, and champion safety and risk management – your active participation guides our shared success.
