A virtual orientation series for Pennsylvania’s newly elected officials

This virtual lunchtime training series is designed to help newly elected supervisors, commissioners, and council members step confidently into their roles. Over the course of these one-hour sessions, participants will gain a working understanding of Pennsylvania local government, the responsibilities of public office, and the skills needed to govern effectively. Municipal Managers, Assistant Managers or any other Municipal staff are more than welcome to attend.

Each session features practical instruction, real-world examples, and discussion with experienced local government professionals. The series focuses on what every new official needs to know to be effective from day one: legal and ethical foundations, fiscal management, decision-making, public engagement, and leadership in the public arena.

Session 2 – Fiscal Responsibility: Budgets, Finance & Long-Term Planning

This session builds financial literacy and helps new officials understand their fiduciary role. Participants will learn how to read and question a budget, identify key revenue and expenditure drivers, and recognize the importance of transparency in financial decisions. An overview of the procurement process provides insight into how contracts and spending are managed within the legal framework.
